The purpose of the present public contract shall be conclusion of a Framework Agreement with one bidder under Sec 89 of the Act to satisfy the Contracting Authority’s needs in the area of protection and commercialization of intellectual property rights (hereinafter the “IPR”) produced by the Contracting Authority’s research institutions in connection with the Projects as well as the use of research and development infrastructure created and administered in connection with the Projects. The Twinning Framework Agreement constitutes a framework agreement within the meaning of Sec 11 of the Act.
